The CCL Legislative Team has been rallying support for S. 903 by Sen. McConnell (R-Charleston), which will eliminate the “death clause” and will keep the funding cuts in line with the rest of the agencies in years where the appropriations are reduced or when the state budget is subject to across the board cuts.
